September 7th 2026 — The Psychiatric Nurses Association (PNA) has formally served notice of industrial action on HSE West Northwest management, confirming that action will begin across the region on Tuesday, 29th September 2026.
The notification follows the conclusion of a ballot across the Galway/Roscommon
Mental Health Service—incorporating West Galway, Ballinasloe, Roscommon, and Child and Adolescent Mental Health Services (CAMHS)—which returned a 98.4% vote in favour of industrial action.
In formal correspondence delivered to HSE Regional Director Tony Canavan, PNA Regional Representative Damien Conlon confirmed the commencement date and outlined that the escalation is the direct consequence of a sustained lack of meaningful engagement by local Nursing Management and Senior HR Management to resolve a range of outstanding workplace disputes.
Speaking on the decision to serve notice, PNA Regional Representative Damien Conlon stated:
"Our members across West Galway, Ballinasloe, Roscommon, and CAMHS have delivered an unequivocal 98.4% mandate for industrial action. This point has been reached solely due to the continued failure of nursing management and senior HR to engage meaningfully with the PNA on significant operational and staffing matters that have remained unresolved for far too long.”
“Formal notice has now been served that our industrial action will commence on 29th September across all services. While our branches are finalising the precise format this action will take, we remain, as always, open to timely intervention and substantive engagement with management to avoid disruptions to regional mental health services."
The PNA confirmed that detailed instructions regarding the exact format and scope of the planned industrial action will be communicated to HSE management in further correspondence prior to 29th September.
The union reiterated that the door remains open for senior HSE leadership to intervene constructively and resolve the core grievances before industrial action takes effect.
